How do you spell license in england

Curious one this - I'm well aware of the licence=noun and license=verb distinction in British English, but I'm not sure how that then extends to the person in possession of the licence. To me, licencee doesn't feel quite right, but does anyone have any examples or evidence to swing it either way? I guess it depends on whether the licencee/licensee is defined as the person who owns the licence
